Napoleon mirror mounting issue

Hey so I got this Napoleon mirror and it's cool and all
but it refuses to mount correctly. When I tighten it down
witH the rubber part all in the handlebar, it actually starts
to push the mirror out while the rubber sort of
peeks out from where it should be flush. Does that make
any sense. 
1979 cb650. Mac 4-1 exhaust. Soon>> cb750 carbs.

In my experience, the first time I mount a bar-end mirror with that style mounting setup I have to put a decent amount of pressure on the end to keep it from pushing out of the bar.  After the initial installation, though, I've never had any problems.

man.. i tried that.. and to no avail.. I will try again though. Im thinking i need to use tie-downs
to keep that rubber from peeking out. I wonder if there are any other solutions.
