The man who sold me my 550 told me to use carb cleaner in the tank to ensure the carbs stay clean. Meanwhile the inside of the tank is a rusty mess. My question is, even with a clean tank, should you run cleaner in the tank once in a while?

The carb cleaner aint gonna do a dang thing when the tank is dirty. Clean tank, then clean carbs, ride happy.
A personal choice for me is to put a 1/4 of a can of seafoam in a full tank of gas once or twice a year.

If you want to keep the carbs clean, keep them dry. If you are not going to use the bike for a while, drain the tank and the float bowls. For cleaning the tank I recommend a tank liner called POR-15. It is great.

I've used the Kreem Care system on a couple tanks and it seemed to work fine, although I get the feeling people don't favor it so much here.
Either way you have to etch out the tank to get the rust out.
