what do you mean by transmission plate?   like a clutch plate?
These bikes dont die, they hibernate until the right person wakes them up again.

I haven't found a torque spec for this plate. I've been tightening the 4 phillips head screws down tight, and then giving each a final rap with an impact driver.
Give me..a frame to build a bike on, and my imagination will build upon that frame

Assuming a 750.....

If you're talking about the shifter cover (Honda calls it a Mission Cover), which is the rear left engine side cover, there's no torque spec for those screws specifically so use the generic torque spec for 6mm fasteners, which is something really low like 10 ft lb or so.

I just tighten until they're "tight enough", which is a subjective feel that you learn over time.

If it leaks, too loose.  If you strip the threads, too tight  ;)
