Alternative to 48mm Pin Spanner

I'm trying to remove the steering stem here, and the manual says that I need a 48mm Pin Spanner. I don't have anything like this handy and am afraid of causing any damage. Any suggestions guys?

Sometimes a shock absorber pre-load adjusting wrench will do the trick.  I've also been known to use a flathead screwdriver and a hammer to tap it loose.

Any kind of flat metal drift will work, but a soft metal item (copper, brass etc) is better, so you don't damage the item you're tapping loose.  ;D
