new/old 750-4 choppa question

i just got a 73 750-4 chopper. last taged in 01. he had the gas drained while he had it in his garage thru the yrs. when he put it up for sale he said he had the cards cleaned, put on new fuel filters and a new battery and changed the oil.  the bike will start up and idle if i turn in the little external adustment screw on the carb arm that runs across the four carbs. it dosent seem to want to stay running long enought to be able to put the chock lever on the side in the down position. after i restart it 6-8 times from it stalling then the battery gets weak and clicks. what is a good starting point to investagate the problem? if someone cleaned the carbs for him could they need sycrinized? could the wires in the chargeing system need checked? is there someone in central ohio that is a 750-4 guru who could help me? i am in marysville ohio....thanks

Sounds like it not getting fuel man. Possible clogged main jets ?

maybe so.  I was thinking there may be rust in the tank thats going into the jets. one of the first things i was going to do is remove the tank and clean it out. i imagine it wouldnt take much to clog  the jets. thanks.  after i do the tank maybe i should put some seafoam thru it?

i looked in the tank today to see if there was rust reside in there...it wasnt bad but i will clean it out..anyways i pulled out a 6" piece of rubber about the dia. of a pencil . what was this? maybe an old piece of sealent?
