1979 nc50 -- oiler ?

i just picked up a 79 honda 50cc 2 stroke scooter. i was wondering if anyone knows how and if the thing that i think mixes the oil and gas on top of the motor needs to be serviced. it has a clamp around it, but when i loosened the clamp i could only get the oiler thinger to spin a little.  this is my first old honda moped project so any other advice is also welcome. as always, thanks.

ill answer my own question here, the oiler thinger needs to be blead out. it has to have almost a full tank of oil and the little guy needs to be running. just unscrew the phillips screw on the top and let the air purge. if anyone has one to sell, im looking for a headlight assembly for a honda express 2.
