For those of us in the Northeast (there are no Harbor Freight stores north of Pennsylvania) Sears has a very similar buffer on sale at $89.00, usually $99.00. As with most Craftsman stuff these days, it is probably Chinese. However, it does have an accessable waranty.
A little OT. I recently bought a Chinese 24 volt battery impact gun on eBay. After disassembly and proper lubrication, it works pretty well. Handy thing to have. Only $79.00, if I don't count the value of my onsite inspection and repair.
