'79 CB650 Carbs - Change carbs or fix?

I'm new to the forum and have already gotten some good advice on where to find '79 CB650 carb kits.  However, the bike will not idle; it seems starved for fuel at low rpms.  It runs fine at higher rpms.  Should I just replace the carbs?  And if so, what are the best years, etc., to replace the carbs?  Or, should I spend the big bucks and get the rebuild kits?

why not just clean your carbs, sounds like the pilot (slow idle) jets are blocked
