Ok so... What is the amount of travel for forks on a 76 550 ss?
 It seemed like I was getting about 4" or so. Now maybe 2", did I not torque the valve inside down and it came loose?
This baffles me! And now I can ride cause it bottoms the forks everytime I hit a bump.
Yes they have oil, yes I tripled checked the level!
My next thought is trying a tiedown strap to see if they will move more

How much oil did you put back in ?
Are the seals leaking ?
Are they leaking at the bottom bolt ?
What weight oil did you use ?

No leaks now!
One did leak a few drops out the drain but I retightened it,
I used 15w fork oil as recomended by my dealer. I tied the oz,cc,inches from the top methods!
I rebuilt them in may as the last thing before I started riding the bike.
Is does feel like its hitting somthin at the 2" mark
