The USPS site shows $61 for a 10lb package(global express). A little less for Parcel Post. Box and packing material do add weight but I can't imagine what he's using that would weigh 13 lbs. Granted, it can be a pain to find the right box, get packing material, and stand in the holiday line at the post office

But if a seller feels they need compensation for this, I believe they should put a "handling fee" in their auctions "shipping details".
I've "dickered" with sellers about shipping costs before. On one occasion I was dead wrong, after a few terse emails I decided to pay his price anyway and when the box arrived it showed that he had actually paid a few bucks more than what I had paid. I now believe that not EVERY seller is trying to make a dishonest buck when they quote high shipping costs.
Ask him if he's willing to refund the difference if it's over,say, $5 of his quoted cost. If ya pay $90 and the box says$60 when you receive it AND he doesn't honor the deal, then you have my approval to leave NEGATIVE(shudder) feedback....... "This Asshat gouges shipping,packed with toilet paper,part was junk.BEWARE!!!!!!!"
