Sellers Beware: New eBay Paypal Payment Holds
« on: December 25, 2009, 03:26:39 PM »
Starting Dec 23, all paypal transactions sales will not be available to the seller for 21 days, rather than the old policy of 3-4 days. In addition, positive feedback from buyer PLUS shipping tracking info needs to be posted w/ paypal. So, if seller has a few hundred dollars in shipping fees, he will need to pay out of his pocket those incurred costs (shipping is skyrocketing- heavy or large packages coast to coast big bucks, a gas tank to Japan or Australia is $100 ez nowadays). And wait 3 weeks to get paid for selling his items.
Forget any complaining, argument, plea or anything; its automatic. A complicated, confusing grading system also in affect as to who gets exempted, but from what I've read about so far, EVERYBODY selling on ebay gets screwed. And paypal is only acceptable payment. Paypal and ebay are one and the same, btw.

"An explanation of payment holds and how they apply to you

Your business is important to us. That's why we're committed to providing a fast and secure payment service to you and your customers while keeping our prices competitive. We're also committed to clearly communicating changes to our policies and procedures. So, we're writing to let you know about a change to your PayPal account.

From now on, payments you receive will be temporarily held in a pending balance. This pending balance helps make sure that you'll have enough money in your account to cover any buyer claims.

Payments will be held in a pending balance for up to 21 days. For example, if you receive a $100 payment (after fees), the $100 will be held in a pending balance for up to 21 days. After 21 days, the money will be available for withdrawal.

The money may be released sooner if:
We can confirm that the item was delivered
Your buyer leaves positive feedback. (Applies only to eBay items.)
We know this is a change in the way we do business with you and we hope you understand that you haven't done anything wrong. In deciding whether to apply payment holds, we review many factors including transaction activity, business type, and customer disputes.

Payment holds are often applied to new sellers who don't have a lot of transaction history, sellers in traditionally high risk industries (for example, travel or tickets), or sellers who've had a high number of claims filed against them.

If you're a PayPal Money Market Fund customer, you'll continue to earn interest on the total balance while your money is held.

To learn more about this policy change, please read our latest funds availability policy

We appreciate your business and look forward to a continued partnership. Don't hesitate to contact us with any questions.

Thanks,

PayPal"
Sounds illegal almost. Definately unfair to small businesses.

I think I would put a stipulation on any of my auctions that items will be shipped when funds are released.

Suddenly, the MOs and Drafts, I have used for years and years, are looking verrrryyyy attractive.. ;D

IF Paypal was NOT OWNED by ebay, I would have maybe tried to get an account.. but the fact that ebay was pushing for its constant use and ignoring their longtime sellers, helped me decide to stopp selling.. that & high cost of not selling.. >:(

Maybe this will help.. Make the ebay sale.. if thet put a hold on it, mutually cancel the sale. Then sell to buyer withalternate payment, ie draft, MO, etc....... bite em back where it counts..

Sounds like Walmart and Costco, they get great terms for repayment of goods sold and use the money to invest in real estate, stocks, mutuals etc.

They don't make their money with low prices!

This policy is for ALL paypal sales; on or outside of ebay. Crooks are selling expensive stuff on the internet (on or off ebay), getting paypal funds, not delivering and closing bank account. Or simply leaving no money for chargebacks. There's got to be a better solution for honest sellers, instead of this bs. Its a slap in the face.

Some folks are promoting an alternative called "paymate" or opening a "merchant account". Does anybody know about these and does ebay allow it?

As a long time ebay seller and Paypal customer, I have never seen or received this notice.
The above statement would make me wonder if you have had an unusually high number of claims or disputes.

Well poooo >:( I have some goodies I planned on putting on fee-bay so I could purchase my cafe seat, now what? Craigs list sucks when it comes down to the stuff we have, no traffic and no good search tools, and if we were to sell here,sohc4, or there who is to say who with holds what from whom?  Until I recieve payment I am not shipping. I dont wanna be that guy, heck we already have what we thought were reputable vendors recieve payment for items and never sent the goods. These guys got to big to fast and really they are the only game in town. PayPal was perfect. Now what?

I dont sell on eBay - but I do have a business account on paypal. There is NO current policy update pertaining to this topic.

Maybe validate your source before you pass more erroneous info?

That's is the same story, the linked was dated February 9th, 2008 and about High Risk transactions. Somehow, 736cc included a deadline transition date of 12/23/09 and the idea it included ALL paypal transactions.

I had this message once on some fairly expensive video equipment - perhaps that is what triggered it.  Proof of delivery and positive feedback were required in order for me to receive the payment.  I've bought and sold a few things over the years and have 100 positive. It took around 7 days for them to release the payment.  If UPS had lost it, or the buyer did not send feedback, I can imagine that I would have been screwed.

I too would verify the sender... but would like to quote 736' quote.

"In deciding whether to apply payment holds, we review many factors including transaction activity, business type, and customer disputes."

736, I tried to look up your rating and type of sales but I don't see you in the username cross-reference... perhaps you are high risk.

When he had stuff on ebay, I purchased before his feedback was fine...so maybe ebay DOES do this but only for high dollar sales? I havn't sold anything for more than 3 or 400 dollars in the past year...except the truck i'm trying to sell on there now lol.

This policy has been in effect for a while now, and it only applies in certain situations like new sellers, sales of high-risk items, and sellers with not so great reputations.  If it's been changed to affect all sales, I haven't received notice and can't find anywhere on Paypal or ebay where it states this.

Also, it's not true that the buyer has to leave positive feedback before the seller gets payment.  You either have to get positive feedback OR provide proof of delivery to Paypal, not both.  Since you have to ship with either Delivery Confirmation or online tracking in order to be in compliance with Paypal's terms of use, this shouldn't be a problem to any seller.  You just input the tracking number or DC number in your paypal account, and if it shows that the item was delivered, you get your money.

It basically means to me that Paypal doesn't want to fork over shipping money... I don't think they should have to either.
If you comply, as a seller, no harm no foul.
It seems perfectly reasonable, to me, for a seller not to have the money until the buyer has the item.
I honestly think people are looking at this the wrong way... you're not being punished, and as a buyer would you rather the seller have your money before you get the item?  I'm thinking this is the way it should have always been!  It keeps the honest sellers honest and the crooks from being more crooked.

Now, if you want to #$%* about seller fees... I'm in!

I think it's to help deal with disputes. How often has ebay/paypal said "we agree with your dispute, and would refund you the money, but they took all their money out of the account already."

This way, the money is there for returning if you have a dispute with a seller. If this has been in effect when that guy on this forum 'sold' all those blade-fuse boxes that never arrived anywhere, maybe a bunch of you would have gotten your money back, had you purchased it through his ebay store.
No.
