I don't have experience with this thing. But, I'd be so skeptical about what it could do, that I would never pay any money for it.
It has all the earmarks of a salesman taking advantage of people that have low knowledge about electricity and electronics.
As for the testimonials... They prove absolutely nothing. It is similar to the ones who laud the benefits of a pill or capsule, despite the fact they were given placebos.
However, if you do believe in magic, it may well boost that.

But, I bet you can get similar results by placing fresh entrails of a goat, and some garlic on the engine at moonrise.
Personally, I think the device advertised is really intended to magically expand the wallet of the seller.
