Topic: fuel level in float bowl on 1982 cb650sc

I need some help with the carb fuel level for my bike. Does anyone know the level the fuel should be in the carbs when you check it with a piece of clear hose from the drain? Three of mine are 1/2 inch below the bowl top and one is 3/8 inch below the top. That  cylinder gives me trouble firing.

The float height should be set at 15.5mm If you have one that is different than the others you should probably pull the carbs and set them to spec.

Except the 81/2 floats are not adjustable.
