Unless you think the crack is the result of the filter bolt tension trying to tear that threaded boss off the front of the block (which I find rather hard to believe), then I wouldn't worry about it. If it made you feel better, you could carefully mark the position of the very tip of the crack, install the filter housing and crank the bolt down, then remove it and check the crack. If it hasn't progressed, forget about it.
In my opinion, the worst that can happen is that some oil would bypass the oil filter if the crack runs all the way through to the threaded bore of the filter attachment boss, but that doesn't appear to be the case.
