Have you tried bitter apple, or is that just for dogs?  Guess you just have to find something that he hates the smell of or put the cords away.

Can you wrap two non-insulated wires around the cord without them touching each other and hook them to a 9V battery?  That much shouldn't hurt a cat but I'm no vet.  Squirting them with water or yelling won't help, a cat will just come back when you're not there.

If you find a big non-chain electronics store, you can usually get a no-name generic version of a laptop power supply.  They run a good deal cheaper than the OEM ones.

I saw todays Get Fuzzy and thought of this thread. My cats don't bother with chords but like someone else posted, my rabbit loves my speaker wires but not the power chords, good thing.

less than 36 hours after the conduit was put on ALL the cords and wires in the house, the little SOB has figured out how to pull the stuff off, i just sat on the floor in the middle of the living room and laughed so hard i almost wet myself  :D conduit back on, several rolls of good electrical tape now holding the conduit on. if nothing else, bucky keeps me on my toes, makes me use my brain to keep ahead of him. damn cats, they have me totally under their thumb.

if he hates compressed air.... get you one of these....

http://www.multivet.net/en/products/ssscat/

I have about 3 of them and keep them placed around the house in ways that the little bastards cant sneak around them....

They work extremely well... so well infact that they usually end up scaring my fiance as she walks out of the bedroom in the mornings..LOL

Have you thought about getting a cord on ebay? I know they are usually generic but I have done it 2 times and both have been good. About $20 each.
