I just bought this off ebay, thought it looked wrong but it was only a dollar. This is nothing like the top clamp off my cb350f's triple tree, it is a bit smaller and has no pinch bolts.

Classic style. The fork tubes are secured from the top (you don't adjust for height) and the handlebar mounting bracket is rubber mounted (those are the two pockets closer to the steering stem).

Plenty of old bikes had that setup.

I think you bought a paper weight.
Like Hannibal Smith said, that style was used on a lot of old bikes. Going to be difficult to pin point what it is actually off.
