fuel delivery problem

ok guys i have an 84 honda shadow vt750 and i am having a problem with hard starting i have eliminated the plugs,spark ignitors,air filter,and choke....here is my question it has main tank and a pup reserve tank i took the main tank off to paint and cleaned the carbs.i notice that the fuel pump doesn't always pump fuel  evident by the fact that when i pull the fuel line off the carbs no fuel is coming out would the main tank being off and leaving the fuel  and vent inlets unplugged affect or disrupt the fuel pressure to cause this or is it a faulty fuel pump? cause i notice if i put my mouth to fuel inlet from main tank on  the pup tank and blow it will push gas out the fuel line into the carbs.

Could it be that the "fuel pump" actually pressurizes the main tank and this pressure forces fuel out of he reserve tank into the carbs?

If this were the case you won't have a vented fuel cap.
