Tapered bearings from DSS for the CB400f

Question for you 400f-ers:

Has anyone installed the kit from David Silver Spares?  It's labeled "Quality Motorcycle Parts" and comes with one thick washer (4mm) and the two races/bearings.  There's no instructions.  Does anyone know where the washer goes?  The ID of the washer is the same as that of the lower bearing, so I'm wondering if it goes on first on the bottom of the tripple tree?   Please advise!  Thanks,

Put it below the lower bearing.  Otherwise the lower tree will contact the frame/"steering stops" when you try to install it.  The bearing has to be raised for it to make contact with the race before the tree contacts the frame.

Well, after installing the washer below the bearing on the triple tree (I also re-used the old dust seal) I found that it was too thick, and it wouldn't allow the lock nut to catch its threads.    While I thought I was a genius for fabricating a tool in install the bearing over the steering stem, it unfortunately didn't work in reverse and I now have a new set of All Ballz bearings on order... (I missed the inner collar of the bearing once with my drift and it did catastrophic damage to the bearing...)

So...  Now that I will be starting over on the bottom bearing, I guess I will measure first before installing...

Does anybody know whether the lower race from the DSS set will fit the All Ballz lower bearing???  God I hope the races are the same!

Probably not as there is no "Standard" for the angle of the taper and can be whatever the manufacturer feels like

Dang...  So this means driving out the bottom race again probably.  I wonder if I should go ahead and use the All Ballz race and bearing on the top as well, since they come as a kit?
