1976 Honda CB750 - VIN question

Sorry I am new to all this but can you please help.  I looked at a 750 today and the VIN on the frame was different then the VIN stamped on the block.  Is that normal for pre '80 VIN number, before it was standardized?  Thank you so much for your help.

frame and engine numbers rarely match.

They pulled engines off the line for replacement parts. After they were numbered.

I was feeling sorry for myself because I couldn't afford new bike boots, until I met a man with no legs.
