I was at the same crossroads a while back. I polished the forks that came on the bike. Long story short, I ended up picking up a second set of forks (better condition tubes), and I painted these. I used the same paint on the fork lowers as the engine and rear shock caps -- helps tie the bike together, IMO.
If durability is a deciding factor, I hear good things about epoxy paints. You can get appliance epoxy in a spray can at most home improvement stores -- some folks paint their frames with this stuff and swear by it. I'll probably try it on my next build
