Is my kickstand broken?

My bike seemed to be leaning "too far" today on the kick stand so I put it on the center stand and decided to investigate. The kickstand bolt was pretty loose, so I tightened it but it still has a bunch of side to side play and I was wondering if this is normal or something I need to fix buy putting in a washer or something?

They do like to spread as yours has done...

 Best fix is take it off, clean threads, bend back the ears so it fits tighter, the reinstall, use loctite.. keep an eye on it..
