It's got a good ground, but it wont light up when it's in neutral. Could the sensor be bad? Can it be replaced?

The neutral switch is easy to replace. 10mm wrench to remove the retaining bolt, and it should pull right out.
There is a wire attached to the top of the switch. Try disconnecting this wire and see if your neutral light comes on. I forget how this switch works, but I think that when it's grounded your light goes off. Basically, just confirm that your neutral light does indeed work before going through the hassle and expense of replacing the switch. Could just be a wire unplugged somewhere.

When the bike is in neutral, the switch grounds, and when in gear, the switch is open. If you connect the light green/red wire that connects to the switch to ground, the light should come on. If it doesn't, the switch is not the problem.

Did you say that you are using an LED? Is the polarity correct? LEDs only work with current flow in one direction.

The harness only allows me to put it on one way. I'll check out out though.
