what are these?

these came in a box of parts that i bought this week. does anyone know what they are for? i'm guessing they are for the handle bars, but why would you need them to come so far toward or away from you?

Those are for moving the bars back for a more upright stance.  For cruising when you have a faring.

ahh, that makes perfect sense the guy gave me this big a$$ windjammer and hard cases along with 3 crash hoops to go along with the "parts bike". don't know what i'm gonna do with em, not really my style. but thanks.

They're called 'bar-backs' they were a popular period accessory and should sell if you offer them up.  I've seen something like that on more modern bikes too, the concept hasn't been lost over the years.
