Piece of PVC pipe in CB605 forks - why?

I pulled off my forks to rebuild and at the top of the springs there is a small (~ 3/4") length of PVC pipe in each one.  I have an '82 regular CB which has a Vetta fairing.  Did someone put these in there to compress the springs more and make the forks more agressive?  I've only owned it for a year so I don;t know the history.

I can beat that one. 5 weeks ago I picked up a 1965 Honda Super 90.
I noticed the front forks had no compression to them. I tore into it.
The forks had been filled with dirt. Yes DIRT..

Needless to say. Those forks are trash.......

In the Progressive Suspension fork spring kits they include those little sections of pipe to get more preload on the springs. Some bikes require them, some don't.

Interesting!
I pulled apart a pair of 750 forks and found two 3/8 drive sockets in there to preload the spring.
The amazing part of the story is that I actually needed one of the sockets for another job, a few days later.
