How about keep the #$%*ing cat inside?  In most places it's not legal to let your pets roam the neighborhood freely. 

Really?  I've never heard of anywhere having regulations against letting your cat out.

here in columbia NONE of your animals are allowed to roam free. which to me is a good thing as there are cars, wild critters (lots of foxes here) and unfortunately people that like to hurt animals. a cat that spends it's life totally inside will live 70% longer than a cat allowed to be an inside and outside cat and something like 400-500% longer than an outside only cat. usually an animal running free doesnt bother me.........usually. a former neighbor had a pit/lab mix that he would juts let out the front door. one night i got home from grocery shopping to have the big mean bastard hop into the open rear hatch are of my wagon and show me his teeth when i tried getting him out of my car. the neighbor saw this and didnt do anything about it, until my .357 magnum was in my hand, then the #$%* called the dog and it came back. i called our local police and when the officer got to my house the dog then tried going for him. officer marshall pepper sprayed the dog, then called the owner of the house (this was a rental) that the dog lived in. this jackass was gone in a week, apparently after threatening the houses owner when being told there was a leash law.

I think most cities have some type of "leash law", and it generally applies to all pets, not just dogs.
