plug chops and throttle position

I have been having a hard time plug chopping my unbroken in 836 motor, since WOT delivers me to illicit RPMs, faster than I can get a good electrode reading. This is the best I could come up with:

125s. Runs great but stumbles at WOT.
122s. Runs great with less stumbling at WOT.
120s. Runs great with very little stumbling at WOT.

All chops look pretty much the same, (Clean with tan electrod and white film on top of arm) but the 120's have the most white on the arm. So my chops with the 120's look a little lean, but going with 122.5's will make it stumble more at WOT. I haven't even messed with needle position yet. The only time it stumbles during these runs is at exact WOT. So 1/8 from WOT she runs sweet. My question is: Could there be a chance that I am not opening my throttle progressively enough below 5k? If I lost the last 1/8 of throttle I wouldn't even know this stumbling would exist.

I am almost at 350 miles since the rebuild and should be able to do some decent chops soon, but it's hard to wait.

Any ideas?
