cb400F Carb Float Height

I checked the float heights of my rebuilt carbs and they were all over 25 mm.  The previous owner said the carbs leaked so I figured he adjusted them high to try to stop the leaking.  It was running when I bought it, but it had such a bad cam chain rattle I didn't ride it far.  I replaced the float valves and adjusted the floats to 21 mm but there isn't a whole lot of movement left before the float hits the bottom of the carb body.  I'm beginning to wonder if I'm measuring it correctly.  I'm holding the float gauge across the middle where the main jet is.
