Honda CL175 Custom Build With Plenty Of Questions

As my other thread got pretty jumbled here's a new one.

Here's the bike untouched, well, atleast by me:

3 days on wiring, no matter what I tried, no matter how I wired it, nothing made sense. Meter wasn't making sense of anything and nothing added up.......till I stumped accross a zip tied riged switch, snip, and everything light up  ;).

Permently removed, turn key start.

Head light scamatics locked in.

Brackets being fabbed up, rear scamatics locked in, using OEM terminals.

Mess is gone

Cafe Racer mock seat coming to light

QUESTIONS

Concerning my front fork, I'm interested in smoothing out all the bosses, so my questions are:

1) You can see the boss that the screwdriver is on, if I grind that down will I breach the fork (fork wall)? Or better put, is the fork thickness shallow(er) made at that point due to having a boss there or does the fork thickness remain the same with the addition of a boss on top?

2) The tape with the arrow on it, is that a set screw/fork spring screw/etc, holding an internal part, or is that to hold something externally that the previous owner removed and now is simply doing nothing?

3) The third piece of tape (lowest) , as well interested in shaving clean, what did it hold or what was it's function?

(It would of been alot easier buying a bike 100% complete).

#2 looks like your fork oil drain plug.

Yeah, a little hard to tell from the pic, but it looks like #2 is the oil drain plug, and #3 is the attachment point for a rear fender brace.

you won't breech the walls, they are uniform thickness inside.
       but you won't have a front fender anymore either, which looks neat- but sucks when you hit a patch of fine gravel and have to wipe your face off every time you come out of a right hand turn.

 and that screw with the arrow is definitely the oil drain screw.  that very bottom screw hole is a rear fender bracket mount.

Fender or not, that's where your current fork brace (which used to be attached to the fender) attaches to.

You need something there. Seriously. Only get rid of those, and that brace, if you are going to get a 'real' fork brace.

#2 is fork oil drain, far as I can tell, and I can't see number 3 at all.

QUESTION

As much as I'd love to tear her down in 4 hours and start prepping the frame I have so many unknown locations for mods and clearances it has to be a live build. As well, the tank off and running makes it so much eaiser, not to mention able to get at everything. I'm a little worried gas left in this little spice container would eat it up sucking it through the carbs. Water bottle perhaps?
