I have clean and synched the carbs and tank valve and cleaned the air filter but went ahead and ordered a new one (but haven't got it yet).  Timing and charging is good.  It runs good for 5 minutes after I clean the plugs, then they foul up on all cylinders.  It does NOT have a stock exhaust.  They are 2:1 on each side.  It is loud so I don't think there is much packing in them but I love the way it sounds.  But if it is absolutely necessary to repack I guess I'll do it.  Haven't checked plug gap yet but will do it tomorrow.  They are new plugs  d7ea ngk.   Anything else I can do?  Do i need to repack?  Like I said I love the sound.

Paper filters can only be "cleaned" so many times.  Their job is to trap particles, which they do very well.
They can never be completely cleaned.   That's why Honda has a yearly replacement schedule.

A restrictive filter deepens the carb throat vacuum, which causes greater flow from the metering jets relative to the air passing through them.  Ergo sooty spark plugs.

Just want every one to know problem solved by switching to self cleaning iridium plugs (ngk).  They were expensive but did the trick.

Solving a rich condition with "self cleaning plugs" :-\   Great.

I have iridium plugs myself, can't see how this would solve a rich condition. They're just plugs. Maybe a self cleaning airfilter would be a better solution ;)

I can at least drive the bike now until I have the time and money to figure it out.  Before I couldn't even go up a hill without it wanting to die.  Now it runs like a champ.
