CB200 - ran out of gas and now lacks power

Just purchased a 75 CB200. She has been running great but I ran out of gas today (luckily I was close to a station) and when I got it started back up she has been struggling to get above 40mph. 1st and 2nd gear are fine but the bikes has no power in 3/4 (especially up hills). Any suggestions?

Bad gas
crud made it past the filter and into the carbs
brake dragging (don't overlook non fuel issues)

missing 2 cylinders (happy to answer general questions, but this is mostly a 4-cyl site)

Can I have a motorcycle when I get old enough?

don't get me wrong, we love ALL hondas here, but the expertise here is definitely 4-cyl. and single cam 4 cyl at that.  Check out the "Other Bikes" forum here on this site.  Lota smart peeps here but there may be other sites with a twin focus.
