Something isn't right, those nipples are WAY too loose! I relaced my stock front hub onto a stock rim with Buchanan spokes this winter. After truing, the nipples were all pretty close to flush.
Here are a couple shots of my wheel before lacing. One trick I heard was to take a reference point, say the valve stem. Take one of the spokes next to the valve stem, say the "back side - speedo" spoke as a primary spoke. Pair the primary spoke with the "front side - speedo" spoke that crosses it. Count the number of nipple holes between the pair (11 in the 2nd picture below). Repeat for the two spokes directly across from the primary pair. You now have four spokes in. Now, lace in all the "inside" spokes on both sides skipping 4 holes from the previous. Finish up with all the "outside" spokes. Run the nipples down to flush or maybe 2 threads below flush. The idea is all nipples should be screwed on the same. If too loose, give each nipple another turn, too tight, back them off. Once you have all spokes tight and all nipples screwed on close to the same, it's time to start truing.
If you are unsure as to which hole in your hub is for an inside or outside spoke, look closely at the edge of the hub ring. You should see small "dents" where the previous spoke crossed it.
