I really like the Olympia pants I have. They are mesh with armor for the warmer days. Then I can snap in some insulated inner pants that are also waterproof. Olympia can be a bit spendy though but I really needed some with the waterproof liner and that were easily adjustable for shorter legs without going to a seamstress over it. For me, these were ultimately the best package for how I ride. Rain/cold/heat/whatever doesn't keep me off the bike at all.
That being said, the Fieldsheer Titanium Air-3 pants have gotten really good ratings. They are on a massive sale right now too, here....

They seem to get really good reviews everywhere. The one common theme is that they run a size large. So, if you wear a 40, buy a 38 in these. People wear them as over pants or by themselves over shorts. They swear by them in 80 and above temps. I'm not sure if you can see through them or not, to wear as pants with nothing under.
