Through various buddies I wound up with the first two steps of the POR-15 tank treatment.  Namely, the degreaser and the metal prep.  Would these work by themselves without the final coating?

I have a few small areas of rust in my current tank and wanted to get that out before I install a new petcock screen and gaskets.  I seem to recall someone on here doing a similar thing and he just said that you have to rinse it super good, dry it super good and then get gas in it ASAP to prevent the flash rust and not let it set empty or low for long as it will get rust like a new tank.  Any truth to this?  Can I use the first two steps or should I just order the whole kit? 

I'm hesitant to coat it now because when I pull the dent, I'm worried that the sudden change in shape will cause the coating to come off the inside of the tank.  I'm wanting to retreat it and coat it later, but get rid of the rust now for the new petcock parts.  As it is the petcock works "mostly" and I want it to be good to go without dicking up the new screen.

That's how I did mine about a year and a half ago. No problems, still looks good, almost like a new tank inside.
We'll all be someone else's PO some day.
