Plugged oil filter passage?

Hello all.  I'm new here, so please pardon any errors, like where I've posed this.  But here's what I could use some help with...
I had my oil filter and case off my '76 CB400F for the first time today, and noticed the two oil passages in the engine case.  But, the upper passage appears to have been plugged with something that looks like JB Weld or epoxy.  I've attached pictures, but it's a little tight down there.  Is this some semi-well-known modification?  Would there be any good reason for plugging this passage?  Any and all help is greatly appreciated!

Never really paid attention to that but it is normal.  I just checked a disassembled motor and it is  plugged just like yours.  Welcome to the forum...Larry
