Make note of where they were before you remove them from the original needles. ;) ;D

Joking aside, there is rarely a need to replace any of the brass parts in the carbs as they don't typically wear out, and aftermarket needles have been known to have a slightly different shape/taper than stock Honda needles, which can make for subtle but annoying changes in how the bike runs.

ya i think the previous owner replace the needles before and the clips look like they are all over the place some closer to the bottom some closer to the top , especially looking down the carbs intake the tube surrounding the needles some are higher up some are more closed/lower ,  i didn't wanna change the needles but with the throttle climbing i'm doing a whole overhaul on these carbs ,

so should i put all the clips in the middle?

Unfortunately I don't know the stock setting for the needle clip on the 350, but I'm sure someone who does will be along soon.

As for what you see when looking through the carb intake, if you're saying the slides (metal cylinders) are all uneven, then that's a synchronization issue, but if it's the needles that look uneven when compared to the even slides then there's definitely a needle setting problem.
