75 750f clutch problems

Hey guys, my name is martin. This is my first post. My roommate led me to this site and it been very useful so far.  I'm a pilot and live in Atlanta.  I've a 919 that I ride quite often but my first bike was a 77 CB550 that I fixed up and rode for almost 2 years.  I loved that bike and should have never sold it.  oh well.  I bought a CB750 a little while back and have been trying to fix it up.  The clutch is giving me real problems.  I've searched the website and found some similar problems but nothing that helped in the end.  The clutch was not engaging at all so my roommate and I pulled out the basket to check everything.  The plates, discs, and the springs were all in spec. so we put it back to together and nothing happen.  there is no tension on the line at all even though the arm moves.  I don't know if there is a problem with the springs because I've gotten conflicting information.  some say tighten to snug one of the manuals had a torque figure but they all seem to tight.  Any ideas would be greatly appreciated.

If the clutch is not engaging (meaning it slips all the time so you can turn the rear wheel freely while in gear) then check it with the cover off. If it still slips there's a mistake in the clutch pack, maybe a missing plate or some interference in the pressure plate assembly. If it locks up with the cover off there's a problem with the throw-out system. Possibly just a maladjustment.
If it's failing to disengage - won't slip at all - then usually it's a problem with the throwout system. make sure all the parts are there, some bikes have a steel ball (about 1/4") in there that's easily missed and lost, without it you can't disengage the clutch.

Thanks Bodi,  Yeah I may have described it wrong.  when the bike is in gear the back tire will no spin freely no matter where the clutch lever position is.  I'll check the throw out system and check of the ball and let you know what happens.

SO I checked the throwout system and it seems to be working fine.  I have it aligned so that in its natural position the three balls are all setting in there grooves.  is that right?  I also couldn't find any sign a 1/4  inch  ball.  were does it sit in the assembly?
