Dead starter.

Testing a starter with a 12v 1a charger should work right?

Want to make sure I have a good starter so I hooked up the pos lead to the terminal screw on the stater.  Next I hooked up the neg lead to one of the mounting screws on the starter housing.  A few sparks but the thing didn't even try to spin. 

Any one see some problems with this test or is the starter dead for sure?

1 amp is next to 0, I would use jumper cables on a vehicle [car/truck] with a known good battery.  And no need to have it running.

Got it to spin on a car charger set at 2A.  Charger has 10a and 50a available but I'm glad it spun at 2.  Suppose the 1a trickle charger wasn't a bad idea but in hind site it is next to nothing like you said.
