right handlebar bushing in Master Cylinder

I went to put my master on today and there is a small rubber piece that the lever pushes up against inside. I think it is part number 13 on the following diagram. My question is this, do I need this for my brake to work? I have to pass inspection by Wednesday and don't have a replacement Master coming until next Monday.

That rubber piece is a dust-cap only, has no effect on the brake working or not.... I suppose it's to keep 'road grime' out of the piston/bore area....
If your sure it's a carb problem; it's ignition,

I agree...... I would take it in for inspection and not say anything about it missing..  ;)

On a related note. Does an MC get inspected for leaks, or does it just have to work the caliper enough to stop the bike?

What bike? Honda discontinued that part fairly early on.

Correct. The handle sits against this rubber. Sort of handy. You can cut any hose to fit in there.

The leak question may depend on the state.
I would not want it leaking myself.. My life may depend on it some time.

That rattle rubber went over everybodys head... ;)

 Ocassionaly, when these bike sit and you get them going, the MC may weep or leak a bit and heal up in a few days... no guarantees though..

Correct. The handle sits against this rubber. Sort of handy. You can cut any hose to fit in there.

It's a rubber stop for the brake lever; without it the lever flops around like wearing boxer shorts to a sack race. They want more than three dollars for it at BikeBandit... Just go down to the auto parts store and find a rubber vacuum hose that fits and jam it up in there. Normally, it's held in place by a little metal plate that bolts in underneath the MC (#14 in your schematic) via the lever pivot bolt. If you have that, great! if you don't, try to find a hose that's a little large, or maybe CA glue??
