77 750f runs rich at mid trottle

Runs good at idle to mid trottle. I can smell gas and it stutters when I open the trottle good. Can the excellorator pump give too much fuel ? Maybe something wrong with floats ? Carb cleaning? Plugs look good and timing is right.
