79 cb 650 flat spot carbs?

I have a 79 CB650 it has a flat spot between 2000-3500rpm if the throttle is opened slowly it bogs and then around 4000rpm takes off and pulls strong. if I bang the throttle open it will just die. I have 2 sets of carbs they both act the same I have cleaned both sets more times then i can count. does any one have an idea. could it be the timing, I put a rebuilt cly head on the bike with new valves and seals.its got a new air filter, i put a carb rebuild kit in one set but it hardly runs now I have to adjust the accl pump. this has been an ongoing problem for a few years and the bike has just sat all summer long cuz I'm so sick of it. does anyone know how to clean the off idle jets there pressed in so i cant pull them and clean them but i think they might be the problem. Ive soaked the carbs in carb cleaner twice. I'm stumped can anyone help?

those jets have to come out. just use some vice grips and pull them out with a twisting motion, after cleaning tap them back in.
