Does the advancer assembly from Honda include the springs?

 Looking at the parts diagram, part #7 is the advancer assembly. Honda SKU # 30220-323-005.
 If I order that part will it have the springs as well?

 Excellent! I thought it did but that picture isn't very clear.
  I'm having a sticky throttle/hanging idle problem and I think it's the weights and/or springs (I've all but eliminated any carb issues).
 I'll call my local Honda dealer on Tuesday when they reopen and get one ordered.

I tried to order a new one for my '71 CB500 a few months ago and was told it was discontinued. If your weights are loose due to stretched springs, they can be tightened up enough to work properly by cutting off one half of the end loop on one side of each spring, then bending the remainder of the loop back into a circle.

Check that your advance is working properly, or not, with a timing light, before you start throwing parts and money at your problem.

Have you tried taking it apart and cleaning the pivot? Mine had been lubed by PO which attracted dirt they should be clean and dry springs off should move freely
