With the lock nut of the cam chain adjuster bolt backed off, the tensioner spring is able to pull the slipper into the full "tight" position, so when you're trying to install the cam chain you're fighting the full force of the tensioner. You need to push the tensioner blade down (flatter...or "toward the rear") by hand, then tighten the lock nut. This will create some slack in the chain and you can install the sprocket onto the cam. Once everything is in position, loosen the lock nut to let the tensioner do its thing.
