Choke butterflies aren't flopping all the way???

Does anyone have an idea to why my choke butterflies unchokes back only about 70%??( leaving a 30% restricted air flow when it is unchoked
I've done alot of research and tried things like adjusting the butterflies, springs, taking apart the carbs and see if anything is binding....but I still have the same issue :-[
The only time it stays 100% open is when I fold the lever in all the way and rest it on top of the hinge thats NOT connected to the springs, but rather the 1,2 carb's choke shaft.
This lead me to unbind the spring one rotation but it makes the matter worse by disabling the damm thing to choke at all.
Its a little hard to explain and I don't have a camera on me so I apologize for the lack of info but any ideas or thoughts are appreciated!

Oops left the model of my bike out its a 77 550 k with keihen carbs.
