cb500 motor question

1971 cb500 has a problem. With the rear wheel in the air you can put it in first disengage the clutch and everything seems fine. With the rear wheel on the ground engine will die before the clutch gets fully disengaged. Checked clutch and it looks find. started to get into the motor and saw this.

Anyone know what this is and why it looks like it should not be there?

is that the little oil guide thats screwed higher up and has come loose and fallen there?

Looks like one of the oil guides in the lower crankcase which are held in by self tapping type screws, look at a parts book and you will see what i mean
