rust on the header... converter?

just craigslisted a 4-1.  looks good, no holes, but some rust i'd like to get in check.  short of blasting and chroming, does the following sound good?
-steelwool and simplegreen
-spray with rust converter
-sand
-vth high temp paint

first thing I use is a nylon pan scrubber, less harsh than steel wool. Paint would be a last resort to me, pitted chrome with a bike which isn't concours still looks good, gives a ridden bike a certain patina. Pictures of bike/exhaust could help, the exhaust on my 400 was bought in dirty condition but after cleaning was certainly good enough to fit and still looks good.

just posted pics under sankei 2100, sorry to start a new thread, it was a new question. 

pipes are cleaning up ok.  i thinnk if i paint the bike i'll paint the pipes, but if i keep it a ll a little rough it's match up nicely.
