That debris must pass the oil filter to land there.
Have you or OP ran the engine without spring and washer for oil filter so dirt can pass by?
Or a faulty filter falling apart?

Probably blasting media not removed
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!

 Make sure all 4 small o-rings are under the cam towers when you put it back together.

That much!!?? Is it soda, glass or sand?
Blasting media is a real grinder.

Dont matter what media, it gets everywhere, ask the people that do the job where it gets! And any media clumps up when wet

Can confirm.

I pressure wash, blow out with compressed air, wash again, blow again, each component before reassembly and there’s still occasionally media hidden in nooks.

Soda, at least, will just break down. Glass will live in there forever.

Soda will not grind the engine to death like glass, sand and other very abressive media.
Why do the inside?

A really dirty case can be cleaned. After degreaser and pressure washer, machine dish washer powder in water make really clean together with a brush.
Pressure washer again.
Make sure to not blow the  rubber oil plug in lower case too moon!

Outside, blast surface for paint if really needed.
