drain fuel to take off tank?

Starting to do some work on my new/first bike. Is it fine to turn the petcock off and take off the fuel tank without draining the fuel, or is draining necessary? I'm going to switch out my stock handlebars with some cb400f oem sport bars, but I'm assuming I've got to take off the fuel tank to reroute cables to take up some slack?

that will be ok,make sure you have a safe place to land it so it wont get knocked over.

I just shut the petcock off, I don't drain it. Like Dave said just make sure you have a safe place for it.
