weird wiring issue

Okay so hooked everything up on my bike and flipped the key ice got nothing no where. So I tear all my connections apart then carefully out everything back together. Flip the switch again I have neutral and oil light and starter turns but no signals no tail no gauge lights nothing. So I take everything apart again and redo it all. Still same problem so I grab the miltimeter and go to town. What I have figured out is that the us ground on the frame everywhere. More than 12v not much like 12.5. I cannot find where I am going wrong I've verified all my connections but nothing. I did however figure out that if I take it out of neutral and pull the clutch in it will not turn over. So maybe an issue there.

i think i figured it out though i have not corrected it. there is a large ground wire that hooks up underneath the coils and i have not connected that yet because i dont have my coils right now. once i get them i will try it, does this sound like my issue to anyone?

That most likely is your problem.  I have a CB500 and found a broken ground wire at the coils. I found many strange things going on with the electrical and they were corrected when I fixed the wire.

The big green wire with the ring on it is the GREEN ground for the whole bike. It either goes to the bare (clean it) spot on the frame by the coils, or on some bikes, the bare spot under the seat, near the latch.
