CB77 Float height?

Got the shop manual and I'm on my way to buttoning up the top end but I'm also trying to set my float heights as the carbs are freshly rebuilt. 

The manual tells me to measure from the carb body but I'm not sure if they mean the outer lip or the gasket base.  I've done plenty of Suzuki carbs and I always go from the gasket base but these floats will bottom out on the needle seats if I do that in this case. 

I have the pw26 type carbs that should be set at 22.5mm.  Any advice would be a great help.

Nice people over there but no response to my carb issue.  Decided to go from the outer lip of the carb body as the gasket base would have had my float bracket hitting the needle seat.  Thanks for the suggestion though.  More than the other site was willing to provide.  This model also came with pw22 carbs but mine have a 26 on the side so I'm thinking they are PW26 carbs.  

Don't remember my CB750 carbs being a problem and they were very similar 28mm's if I remember right.
