Is this on or more importantly, do i point the top of the valve at the selection(off, reserve, on) or cover the selection with the handle of the valve? I know, how do not fall down more...

If this is anything like the earlier petcocks, and it appears to be, the lever, as it is in the picture is "off." Straight down is "on" and pointing to the rear is "reserve" and used when you run out of fuel in the "on" position.

In re-reading your question, I didn't really answer it precisely. You cover the selection with the handle. That is the handle itself is the pointer/indicator of "position."
